ROCKINGHAM — A Richmond County man who has faced previous charges related to misuse of the 911 system is accused of again misusing the system Thursday.
According to an arrest warrant issued Aug. 20 by the Richmond County Sheriff’s Office, Matthew Adam Oxendine, 32, of Rockingham, allegedly continued calling 911 for emergency services that same day after being told by the sheriff’s office not to call the 911 center unless there was an emergency.
Oxendine was charged with misuse of the 911 system, a misdemeanor. He was booked into the Richmond County Jail under a $1,000 unsecured bond. His first court appearance was Aug. 21, and his next hearing is scheduled for Sept. 24.
According to court records, Oxendine was previously charged with misuse of the 911 system in 2024 and April 2025.
In the April incident, a magistrate’s order alleges Oxendine repeatedly called 911 but refused “services and further treatment after their arrival.”
