RICHMOND COUNTY — A Rockingham man is being held under a $15 million bond in connection with the death of a child.
According to the arrest warrant issued June 24 by the Rockingham Police Department, Kevin Orlando Bowe Jr., 26, an individual providing care to a child under the age of 16, “did commit a grossly negligent omission in the care of said child, which omission showed a reckless disregard for human life, and resulted in the death of the child.”
Bowe is charged with one felony count of negligent child abuse with serious bodily injury. He made his first court appearance June 26. His disposition hearing is scheduled for July 9.
Court records show Bowe was convicted in 2019 of robbery with a dangerous weapon and assault with a deadly weapon inflicting serious injury.
In a separate case, a Hamlet man who is on probation was arrested June 28 for allegedly stealing a woman’s handgun.
According to the magistrate’s order issued by the Richmond County Sheriff’s Office, Artavis Jahie Duncan, 24, stole a Black Taurus G2C 9mm handgun from the victim, valued at $300, “by means of an assault upon her consisting of putting her in fear of bodily harm by the threat of violence.”
Duncan is charged with common law robbery and carrying a concealed gun. He was booked into the Richmond County Jail under a $100,000 secured bond. According to an additional magistrate’s order, Duncan also is charged with possession of a firearm by a felon and is being held without bond on that charge. He made his first court appearance June 29. His next court appearance is scheduled for July 9.
Court records show Duncan was convicted this year of assault with a deadly weapon with intent to kill, injury to personal property and possession of a firearm by a felon. He also was convicted in 2022 of assault inflicting serious bodily injury.
In a separate case, a Rockingham man is facing multiple theft-related charges.
According to court records, Charles Earl Summers, 28, who was recently released from prison, is accused of stealing an LG refrigerator, an air conditioning unit, a DeWalt saw, a utility trailer and a hand truck with an estimated value of $5,000. Authorities also allege Summers stole a water tanker truck belonging to Ferroglobe in Wallace, South Carolina, valued at $50,000.
Summers is charged with one count of felony larceny, one count of larceny after breaking and entering, and two counts of felony possession of stolen goods or property. He was booked into the Richmond County Jail under a $75,000 secured bond. He made his first court appearance June 29. His next court date is scheduled for July 9.
Court records show Summers was convicted in 2025 of felony larceny, larceny of firearms, misdemeanor breaking or entering, and possession of drug paraphernalia.
