RICHMOND COUNTY — The Richmond County Drug Endangered Family Taskforce has opened its request for proposals for the 2026–27 fiscal year, inviting both current funding recipients and new applicants to apply.
According to the announcement, the county anticipates awarding $150,000 in opioid settlement funds, with individual awards of up to $75,000. The funding is intended to support programs or services serving Richmond County residents with opioid use disorder, co-occurring substance use disorders or mental health conditions during the state fiscal year beginning on or after July 1, 2026. A local match is required for awarded funds.
Proposed programs must focus on opioid or substance use disorder, addiction treatment, recovery support or drug intervention efforts.
Eligible applicants include local public and government agencies, public and private schools, 501(c)(3) nonprofit organizations, private for-profit providers and local housing authorities.
Applicants are required to attend a mandatory pre-application meeting scheduled for Wednesday, Jan. 21, 2026, in the large classroom at the Richmond County Human Services complex, located at 125 Carolina St. in Rockingham. Designees may attend in place of applicants, and more than one representative is permitted. Completed application packets, including a detailed budget and all required documentation, must be submitted electronically to Dr. Tommy Jarrell. Applicants must also submit four hard copies of the completed budget and supporting materials either by mail to Dr. Jarrell or by hand delivery to Richmond County Human Services.
The application deadline is 5 p.m. Monday, Feb. 16, 2026.
