ROCKINGHAM — A high-speed chase involving a suspect with a fake license plate ended in multiple felony arrests last Saturday, according to the Richmond County Sheriff’s Office. Jayquan Levare Foster, 27, of Rockingham, was taken into custody following a vehicle pursuit, a foot chase and the discovery of firearms and drugs.

The incident began when the Sheriff’s Office Community Impact Team was patrolling the Hamlet area. An investigator spotted a vehicle with a fake North Carolina registration plate and attempted a traffic stop. The driver, later identified as Foster, refused to stop. According to a release, Foster briefly opened the driver’s door as if to run before shutting it and fleeing by car.

The chase continued for about two miles until Foster ran the vehicle into a ditch and took off on foot. Investigators reported that as they exited their patrol vehicle, Foster turned toward them and pointed a handgun before fleeing again.

The investigator chased Foster, but eventually lost sight of him and returned to the scene. K-9 Poseidon was deployed to help locate Foster. During the search, eyewitnesses told deputies that Foster had entered another vehicle and left the area.

The Patrol Units of the Sheriff’s Office later found a car matching the description on East Broad Avenue in Rockingham. A traffic stop was made in the parking lot of the Goodwill store. Foster was found inside the vehicle, along with another occupant.

The original investigator responded and positively identified Foster as the suspect who had fled and pointed a gun at deputies. A search of the car revealed two firearms, one believed to be the same weapon brandished during the chase and a rifle connected to a home invasion and armed robbery in Hamlet on May 30, 2025.

Investigators also discovered 53.6 grams of fentanyl pressed pills and six grams of marijuana in the vehicle. Foster was arrested on several charges, including fleeing to elude arrest, trafficking opium or heroin, assault on a government official with a deadly weapon, simple possession of marijuana, and various traffic violations.

The Hamlet Police Department also charged Foster in connection to the earlier home invasion and robbery. He was booked into the Richmond County Jail with a $500,000 secured bond for the sheriff’s charges. No bond was set for the Hamlet charges.

Sheriff Mark Gulledge praised the community and officers involved.

“The cooperation of our citizens in providing information highlights the effectiveness of collaboration between law enforcement agencies and our communities in reducing crime in our county,” said Sheriff Gulledge.

“The outcome in this situation could have been very different when the suspect pointed his gun at my deputies. I am incredibly grateful that no injuries occurred during this incident. I would also like to express my appreciation to the community for their support and cooperation in this case,” Gulledge added.
