ROCKINGHAM — The Rockingham City Council will consider the tolling agreement with the Richmond County government which will allow mediation to be put on hold between the county and the cities of Rockingham and Hamlet.

Approval and signing of the agreement will mean that Rockingham will not file suit against the county in North Carolina state court or the United States District Court for the alleged breach of contract involving the 9-1-1 center. Rockingham must make “a good-faith effort” to discuss the sales tax issue with representatives of the County by the end of April.

The meeting will be held on 6:30 p.m. on Tuesday, April 13 at City Hall, located at 514 Rockingham Rd.

Also on the agenda is setting a public hearing for a request to rezone approximately 4.8 acres located at 195 and 201 US Highway 74 Business West.

Hudson Paving Inc. submitted the rezoning request on March 24. They intend to expand their business into the rezoned land.

The request is not consistent with the future land use map in Shaping Our Future: 2023, the City of Rockingham’s official Land Use Plan, according to the consistency statement from city staff. Two of the potential lots were identified to encourage commercial development, while one landlocked lot was identified for residential development.

However, approval of the request is consistent with a stated objective in the plan to ensure an “adequate amount of land for commercial and industrial development.” It would also allow an existing business the opportunity to grow, states the city staff’s recommendation.

City staff is recommending that the Board review the proposed rezoning request and will recommend that the Council rezone the property as requested by the applicant.
