Kissell was in the lead with 63 percent of the vote over Nancy Shakir of Fayetteville with 147 out of 207 precincts reporting.
Kissell separated himself from the Democratic House leadership by opposing a cap-and-trade plan on carbon emissions. He has said he opposed the health care bill because he couldn't break his promise to vote against anything that would harm Medicare.
In Richmond County Kissell had 66.7 percent of the vote.
In the GOP primary for Congress, Tim D’Annunzio was the local choice with 601 votes (47 percent). He was followed by Harold Johnson with 26.8 percent, Hal Jordan with 15.2 percent, Darrell Day with 6.7 percent, Lou Huddleston with 2.8 percent and Lee Cornelison with 1.4 percent. Day is a Richmond County businessman.
For the 10-county district, D’Annunzio had 38 percent with 62 percent of the precincts in.
D'Annunzio, who committed $1 million in personal funds to run in the primary, is a firebrand who wants to eliminate the U.S. Treasury Department along with departments of education, transportation and a half-dozen others to get a handle on a government flooded in debt and spending.
