County to talk about industry incentives

A public hearing will be held Tuesday to discuss a potential incentive package for an unnamed company.

County Manager Rick Sago said the company the incentive package would apply to hasn’t been named yet because there are still some pending issues on the state level. And because the business deal isn’t yet finalized, the incentive package, which is a property tax grant from the county for new or expanding businesses, hasn’t been finalized either.

Sago said it might not be ready on Tuesday either, depending on the company’s business deal, but if everything is squared away the company will be named and discussions will continue regarding the incentive package.

The Richmond County Commission board meeting was moved to Tuesday from it’s usual Monday because of the Labor Day holiday, The meeting also includes a public hearing for the renaming of a road as well as a request to schedule a public hearing for the rezoning of a piece of property located on Highway U.S. 1.

The applicant for the rezoning is David Kumm of Marston, but the property is owned by Lois Smith, also of Marston. The property located at 2208 Highway U.S. 1 North is currently zoned Rural Residential and the planning board approved rezoning the property to Highway Commercial during its August meeting.

In materials submitted to the planning board Smith wrote, “The property ... is being developed for a sand drag race strip. The new zoning will allow for a broader spectrum of racing events on the same sand strip.”

Other than the property is located next to the Rockingham Dragway and is 11.2 acres. No other details were provided in the material presented to the planning board.

Neither the property owner nor the applicant could be reached for comment by presstime.

Sago said the public hearing would likely be scheduled for the commissioners’ monthly meeting in October.

The commissioners will also vote on a resolution to discontinue the second regularly scheduled meetings, held at noon on the third Tuesday of each month. If passed, the commissioners will instead hold special meetings, as needed. Those meetings will have to be announced to the public 48 hours before the scheduled date. Emergency meetings would not require advance notice.

Tuesday’s meeting is at 6:30 p.m. in the Commissioners’ Chambers located on the second floor of the Richmond County Administrative Office, 126 South Hancock St., Rockingham.
