Housing Authority on the hook for laptops

Rockingham Housing Authority Interim Director Jim McCaskill said Monday the RHA will most likely have to pay for two of the three missing laptop computers from the 21st Century Program, but the former director is on the hook for one.

However, several times during the course of a 10-minute interview he reiterated the point that it is not the opinion of the RHA that former 21st Century Program Director Bruce Stanback, or any of the program’s staff, stole the computers.

Attempts to reach Stanback Monday were unsuccessful.

McCaskill pointed out all other equipment was accounted for, and offered a timeline concerning the computers, saying he was informed that one of the computers had been stolen, but went unreported to law enforcement, by Stanback when he was dismissed from the program.

After that Friday, there was nearly a week that transpired before the last of the personal items had been collected by the staff, and the keys to the locking cabinet the laptops were stored in were turned over to McCaskill, he recounted.

“I’d already informed (21st Century Program Consultant Ed) Bell that one computer was missing, but when I checked on the computers, I found that one side of the locking cabinet was unlocked, and the other side was locked,” McCaskill said.

He said he had no list of how many computers there should be, but tried to piece together the evidence by the numbers on them. There were almost 20 laptops in total.

“I determined there may have been as many as six missing from the numbers they were assigned,” he said. “When Mr. Bell came, he had a list of how many computers there should be, and he found that three were missing.”

McCaskill explained Stanback’s final paycheck was being withheld until all the equipment and records from the program were accounted for.

According to RHA records, Stanback’s weekly salary was $826.90.

“It is highly unlikely that the computers came up missing during those few days in between the dismissal and when we received the keys,” he said. “However, I am not going to hold someone responsible for something that theoretically could’ve taken place after they were gone, so we are going to be responsible for the other two, but (Stanback) will have to pay for the one. If he’d reported it stolen he wouldn’t have to.”

McCaskill said the chances the property will be recovered “are slim to none at this point,” but hopes taxpayers won’t be held accountable for the price of a new computer since these computers were about two years old.

“I am asking that DPI charge a depreciated value for these computers, since they were used,” he said. “Some people depreciate the value of a computer immediately after its purchased.”

Rockingham Police Chief Robert Voorhees said there have been no new developments in the department’s attempts to recover the property.

I have lived in many areas and what goes on here is pretty much the same in other places. This is NOT to say it is ok, ITS NOT. Anyway, this seems to be at least unraveling and the light of truth will shine. BTW Mike Hall, I think you are referring to Herman Williams. I may be wrong, but I dont remember Herman Diggs.

Crazy is not learning from mistakes. Does no one in Richmond County every learn from past mistakes? If you would finally put some of these people is prison for a time you would have a lot less of such as this. These people are thieves and should serve time. WAKE UP CITIZENS AND STOP THIS BEHAVIOR.

We as citizens of Richmond County have gotten used to this type of thing from the good old boys. Look back to Herman Diggs, using school employees to beautify his home. To construct and keep up his estate, when confronted about it he showed no fear. He had enough on many other crooked officals,he simply threatened to open pandoras box and all the charges went away,and he is back on the school board. This type thing has been going on here forever. Our county is riddled in waste and corruption.The after school programs act as a baby sitter for parents who dont want their kids around after school, yet they dont work at all. I think the day of programs should come to an end,if they dont learn in regular school,let it be the parents responsibility to correct their lack of interest in bettering themselves. Everyone skirts the real issue, if this was any other race other than blacks ,there would be outrage,however we all must walk softly as not to upset our black community. I am sick of ,we owe, we owe and gimme gimme gimme. we are the tax payers, the ones who get up everyday and go to work for what we have ,yet we have to worry that someone will break in to our homes and our property and take what we have worked for, to sell at a local pawn store for a crack rock. It is time we take a stand, vote out the ones who have put us in this mess and start over. you have social workers who spend their day riding around in county cars burning tax payer gas to shop and visit friends. we have front door bus service so our fat kids dont have to walk to the corner.passouts ,giveaways,everything to discourage from going out and doing for ones self.

stop the waste, check on where we are giving money away to, this is our money the tax payers.

nothing at this point is surprising me. I understand Mr McCaskill trying to be polite in regard to Bruce. But he was the program director and he was responsible for it. With all the nepotisim and freinds and family favors who knows what happend to those computers. But again we the tax payers are on the hook because Bruce didnt report a missing laptop and 3 went missing! WHat a shame. In dont believe a thing this man says and I am ashamed that he is the chairman of the school board. Wonder what we are going to find after he leaves that post. Wonder if he provided the same "leadership" to the school system. I sure hope not!
