Tony Ray Swinnie, 18, South Long Drive, Rockingham, was arrested on felony charges of first-degree rape of a child and first-degree kidnapping. He was also charged with misdemeanor communicating threats.
Police said the victim said Swinnie threatened to cut her if she told about the incident.
Bond for Swinnie was set at $100,000.

Incidents reported to Rockingham police include:
n A business on Rockingham Road, Rockingham, was paid $35 for a haircut with a check which later was discovered to have been written on a closed account.
n A Rockingham woman told police she accidentally left her debit card in an automatic teller machine and later found out someone withdrew $100 from her bank account.
n Tina Marie Rushing, 39, Lakeview Trail, Rockingham, was arrested on a misdemeanor charge of unauthorized use of a motor vehicle. She was released on a written promise to appear in court.
n A shopper at a store at Falling Creek Plaza Shopping Center, Rockingham, left a sun roof of a vehicle partially open. It was just enough for someone to gain entry to the car and steal a $40 purse with $400 in it, a $200 GPS unit, a bank debit card, her driver’s license, two Social Security cards and a Food Stamp card. The Food Stamp card was used to purchase $82.03 worth of items.
n Tyrell Christian Knight, 18, Crestway Drive, Rockingham, was issued a citation on a charge of simple possession of marijuana. During the arrest, police seized seven grams of marijuana.
n Someone did $200 damage to a window of a house on Pineridge Drive, Rockingham.
n A suspect stole $140.34 worth of items from a store at Falling Creek Plaza Shopping Center.
n Jessica Sarah Rose, 19, Joyce Circle, Hoffman was arrested on a charge of shoplifting. Her bond was set at $500.

Incidents reported to the Richmond County Sheriff’s Office include:
n Someone stole 90 pills of prescription medications valued at $100 from a house on Hickory Street, Rockingham.
n Someone did $300 damage to an air-conditioning unit at a house on Watkins Avenue, Rockingham.

It burns me up when I go to the grocery store and get what I need and someone in front of me has 2 carts filled with meat and other high priced goods, use their card and watch them unload their groceries in a $50,000.00 vehicle that probably just left getting their nails and hair done for the weekend. Yet we have teachers and other state employees loosing their jobs and having to give the state 10 hours of pay so that Beverly Perdue can "balance the budget". I understand there are alot of people that depend on food stamps and other services that are offered and I don't have a problem with that. It's the ones that know how to abuse it and get by with it that I have a problem with. ... and don't even get me started on the illegal's that are here getting help that has never even worked. If you can't speak English -learn it or go back where you came from!! You came here learn our language.
