Police charge teen with rape of child

A Rockingham teenager has been arrested in connection with the rape of a child, police said.

Tony Ray Swinnie, 18, South Long Drive, Rockingham, was arrested on felony charges of first-degree rape of a child and first-degree kidnapping. He was also charged with misdemeanor communicating threats.

Police said the victim said Swinnie threatened to cut her if she told about the incident.

Bond for Swinnie was set at $100,000.

Incidents reported to Rockingham police include:

n A business on Rockingham Road, Rockingham, was paid $35 for a haircut with a check which later was discovered to have been written on a closed account.

n A Rockingham woman told police she accidentally left her debit card in an automatic teller machine and later found out someone withdrew $100 from her bank account.

n Tina Marie Rushing, 39, Lakeview Trail, Rockingham, was arrested on a misdemeanor charge of unauthorized use of a motor vehicle. She was released on a written promise to appear in court.

n A shopper at a store at Falling Creek Plaza Shopping Center, Rockingham, left a sun roof of a vehicle partially open. It was just enough for someone to gain entry to the car and steal a $40 purse with $400 in it, a $200 GPS unit, a bank debit card, her driver’s license, two Social Security cards and a Food Stamp card. The Food Stamp card was used to purchase $82.03 worth of items.

n Tyrell Christian Knight, 18, Crestway Drive, Rockingham, was issued a citation on a charge of simple possession of marijuana. During the arrest, police seized seven grams of marijuana.

n Someone did $200 damage to a window of a house on Pineridge Drive, Rockingham.

n A suspect stole $140.34 worth of items from a store at Falling Creek Plaza Shopping Center.

n Jessica Sarah Rose, 19, Joyce Circle, Hoffman was arrested on a charge of shoplifting. Her bond was set at $500.

Incidents reported to the Richmond County Sheriff’s Office include:

n Someone stole 90 pills of prescription medications valued at $100 from a house on Hickory Street, Rockingham.

n Someone did $300 damage to an air-conditioning unit at a house on Watkins Avenue, Rockingham.

Information on criminal activity may be reported anonymously to Richmond County Crime Stoppers at 997-5454. When leading to arrests, rewards may be offered for such information.

n Arrest reports published in the Richmond County Daily Journal are copied from local law enforcement records. Except for people injured in motor vehicle accidents or reportable deaths, victims including people, businesses and institutions and their addresses are not included as a matter of newspaper policy. Reports include both arrests and criminal summons such as citations. The Daily Journal lists them all as arrests. People charged are presumed innocent until determined to be guilty by a court of law.

I agree with you girls 100%. If I recall right I seen a woman using her food stamp card but she also had to put in a pin #. So if someone stole this card how did they also get the pin #. Sounds fishy to me.

It burns me up when I go to the grocery store and get what I need and someone in front of me has 2 carts filled with meat and other high priced goods, use their card and watch them unload their groceries in a $50,000.00 vehicle that probably just left getting their nails and hair done for the weekend. Yet we have teachers and other state employees loosing their jobs and having to give the state 10 hours of pay so that Beverly Perdue can "balance the budget". I understand there are alot of people that depend on food stamps and other services that are offered and I don't have a problem with that. It's the ones that know how to abuse it and get by with it that I have a problem with. ... and don't even get me started on the illegal's that are here getting help that has never even worked. If you can't speak English -learn it or go back where you came from!! You came here learn our language.

What!!!! A food stamp card? How in the world can you possibly have a foodstamp card?? As much as I would love to have a nice expensive GPS system for my 2oo2 Nissan, I can't afford to take that money away from my 2 kids, my bills, or my house note for it and I work a full time decent paying professional job. Wow, something is definitely not right with that picture. It's no surprise to me that alot of folks tell lies to get foodstamps too while people that really need the help have to jump thru hoops to get it.

You go girl..You hit the nail on the head. My husband and I feel the same way, we talk about it all the time. We are trying so hard to get by and keep it all together and "others" do nothing but get their hair and nails done and spend our money. She obvioulsy did not have to worry about buying groceries with the money she earned, and therefore could afford some pricey items, not to mention a car with a sunroof( god only knows how much her car payment is)Whys should she care, if she is getting foodstamp cards she also must qualify for other monetary supplements for monthly utilities. This system is s JOKE.. the "have nots" keep on being poor and working like dogs, while the rich and the "qualified poor" continue to drive nice cars, eat well and by all means dont forget the finger nails. Thank you Karenmthompson for first having the guts to scream outloud about this, Now, if there was just something we could do besides complaining .. right? I know, I will drive my 10 year old car, continue carrying around my $1.00 bill in case I get thirsty at work and use the atlas my father gave me years ago if by chance I get lost in the big city of Rockingham. Off to work:)

While glancing at the police blotters I noticed one that stood out. It speaks of someone that left their sunroof open and items were stolen. Don't get me wrong, I feel terrible for this person, that someone would steal their personal belongings. But something didn't sit well with me when I kept reading and it mentioned their food stamp card being stolen. There was a $40 purse, $400 in cash, and a GPS unit stolen. If all of this belongs to this person, what are they doing with a food stamp card? I work hard every week, and so does my husband, and we earn a decent living. But we are still barely making ends meet, and could certainly not afford to buy a $200 GPS unit, and do not have $400 cash on us at any given time. And we certainly do not qualify for food stamps. People should really re-evaluate their abuse of the system. If you are in a position to need help such as food stamps, you certainly don't need a $200 GPS system in your posession, and for that matter, a $40 pocketbook. If you can't live within your means, don't expect others to bail you out.
