n Joseph C. Everett is requesting a conditional use permit to construct a billboard on U.S. 220 at the intersection of Harrington Road. This is a continuation from a previous meeting.
n Pegasus Tower Development Company is requesting a conditional use permit to construct a cellular communications tower on Greenlake Road near Hall Road. It was approved last year, but the permit expired.
n Pegasus is also requesting a conditional use permit to construct a cellular communications tower on Haywood Cemetery Road near Lee Thee Church Road. It was also previously approved, but the permit expired.
n Ram K. Agarwal is requesting a conditional use permit to construct a billboard on U.S. 1 north of Powers Street.
n Agarwal is also requesting a conditional use permit to construct a billboard on U.S. 1 north of Sandy Oaks Road.
n Agarwal is also requesting a conditional use permit to construct a billboard on U.S. 1 across from Sandy Oaks Road.
n Pamela B. Easterling is requesting a conditional use permit to operate an instructional and recreational facility for consumers at the Sandhills Alternative Academy on E. V. Hogan Drive off N.C. 177.
n Wallburg Mulch, Sand and Gravel Incorporated is requesting a conditional use permit to operate a sand mine on McBride Road near the intersection with Derby Road.
n Trinity Emmanuel Holiness Church, Entwistle Street, Rockingham, is requesting a variance from the Richmond County Zoning Ordinance in order to build a shelter over existing walkways.

The Richmond County Planning Board will consider a rezoning of property at the intersection of Rosalyn Road and Old Cheraw Highway from Rural Residential to Light Industrial. The board makes recommendations to Richmond County Commissioners who then can set a date for a public hearing on rezoning.

The request of Everett to construct a billboard involves a question about complying with county zoning since it would be within 750 feet of an existing billboard across the highway which is contrary to zoning restrictions.
The requests by Agarwal involve three billboards having to be moved by the widening of U.S. 1. While he has the right to move the signs because of construction, he is seeking permits because the design of the signs will change to that of a steel monopole.
Easterling is seeking a permit to use a facility which will include ropes course equipment. While mainly for the Sandhills Alternative Academy, she said it will be available to other community groups as appropriate on a fee basis.
The Wallburg request involves including additional land within property on which a previous conditional use permit had been granted for a sand mining operation.
Trinity Church is seeking setback variances for a pedestrian sidewalk cover between the church building and fellowship hall.
It is also seeking a variance to allow a shelter for a drop off area in front of the fellowship hall. The sidewalk would need a variance of 12 feet and the shelter a variance of 10 feet.
Thurman Britt wants to purchase property at the intersection of Rosalyn Road and Old Cheraw Highway for business purposes and needs to have the property rezoned from residential to light industrial for his use.
