Scott Waters, of Hamlet, is the new program coordinator for the Basic Law Enforcement Training program at Richmond Community College.
A captain patrol commander with the Hamlet Police Department, he has served as assistant coordinator of the program since it began five years ago.
“Rockingham Police Chief Billy Kelly did an excellent job working with college personnel to establish this program and served as its first coordinator. He plans to stay involved with the program, even though he now heads his department. I thoroughly enjoyed working with him and am honored to move up to the coordinator’s position,” said Waters.
“It will definitely be challenging, and I truly enjoy this. It has always been my goal to be involved in the role of developing cadets into officers,” Waters said.
Waters likes watching the maturing process as cadets begin as unsure, new recruits who have no idea of the demands that will be placed upon them. As they master the program content and develop physically through the physical training component of the program, the cadets form a bond and pull each other through the rigorous 700 hours of training.
“It is so rewarding to see them complete the program, find jobs, and get sworn in as officers with their families in the background supporting them. Our graduates are working in police and sheriff’s departments in Richmond, Scotland, Hoke, Anson, and Scotland counties. We’re proud to have an excellent program that produces high quality graduates,” said Waters.
Waters has been with the Hamlet Police Department for 21 years and earned his associate degree in Applied Science Degree in Criminal Justice from Richmond Community College. He transferred to The University of North Carolina at Pembroke and was in the first cohort of Criminal Justice majors taking UNCP classes at night on the RCC campus.
Sergent Detective Donavan Young, of Rockingham, will be the assistant coordinator. He works with the Rockingham Police Department. Classes for the next BLET program begin March 4.
