Schools to get budget update

Richmond County Schools Chief Financial Officer Pam Satterfield is scheduled to present multiple budget amendments to the Board of Education at its 7 p.m. meeting tonight at the system’s central office.

Satterfield is also scheduled to present a budget calendar.

Month-to-month, Satterfield has cautioned the board RCS may face more budget cuts and the reversion of funds as North Carolina seeks to reduce its over $2.2 billion budget shortfall for 2009.

Last week, Gov. Bev Purdue called for $37.6 million in state lottery receipts and $5.6 million in undistributed corporate taxes for school funding to be reverted to the state budget.

The $43.2 million total amount is the same as amount of money school systems were expecting from the state’s Public School Capital Building Fund this quarter, according to a Richmond County Schools official.

This means RCS won’t draw its quarterly payment of $350,000.

“While this directly impacts the amount of money that our school district receives from the state, we will continue to act in a fiscally responsible manner as we move forward in constructing facilities that our students, teachers and community can enjoy and be proud of,” Richmond County Schools Public Information Officer Ashley Simmons said.

RCS is in the middle of a bond schedule, and is expected to put the Chalk Road Elementary project to bid in the coming months.

The American Recovery and Reinvestment Act, commonly known as the economic stimulus package, included nearly $3.4 million for RCS school construction when it passed the U.S. House, but those funds were nixed by the Senate and didn’t end up in the final bill.

RCS will receive over $4.3 million from stimulus spending, but this money can’t be spent on construction.

The stimulus money is designated for Title I and IDEA spending, but school officials say it is too early to tell what strings may be attached to the money, so they can’t say specifically how it will be spent at this time.
