Conditional use permits were approved on Tuesday by the Richmond County Planning and Zoning Board of Adjustments.

Henry Ussery requested a conditional use permit to erect a billboard on U.S. Highway 1 just north of Fox Road. Ussery did not specify if the billboard would have metal or wooden poles and the plans he presented to planning staff showed his sign would stand 6 feet off the ground. According to the planning board, billboards must be 10 feet or more off the ground. The planning board agreed to approve the conditional use permit, contingent upon Ussery submitting a corrected plan of his proposed billboard along with a definitive description of what material the poles will be made of.

Walton Standridge requested a conditional use permit to open a Saturday flea market at an auction house he has on Airport Road just south of the Highway 74 bypass. The planning board discussed whether or not Standridge should request an extension of the conditional use permit he has for the auction house, but decided the flea market was separate from the auction house.

Jerry Bass applied for a conditional use permit to open an Internet Cafe at 564 Highway 74 west by the intersection of Silver Grove Church Road. The board agreed to approve it and referenced the latest laws in North Carolina that allow Internet Cafes to be legal. Bass will be required to add handicapped parking spots to the property and to speak to the North Carolina Department of Transportation about the three driveways that exist on the property to see if they meet regulations.

Ronald James requested a conditional use permit to erect a storage shed on his property. The application was submitted without a site plan, and was approved, contingent upon James submitting a site plan to the planning staff.

“It’s just a building to put my trucks and equipment in,” said James. “You won’t be able to see it from the road.”

“We’ve never approved a conditional use permit without a site plan,” said Planning Board Member Greg Norton.
