Planning board to hear several requests

The Richmond County Planning and Zoning Board of Adjustment has a busy meeting coming up tonight as four different parties have requested conditional use permits for a variety of things.

Henry Ussery has requested a conditional use permit to construct a billboard to be located at U.S. Highway 1 north of Fox Road. The property is zoned Rural Residential, but does not fall within the Highway Commercial Zoning District. The property used to contain a single-wide home, which has been removed. Staff are unsure of the type of sign Ussery is proposing.

Walton Standridge is requesting a conditional use permit to open and operate a flea market to be located on Airport Road, about three-fourths of a mile south of Highway 74 bypass. The property was previously granted a conditional use permit for an auction house. Standridge said this flea market will only be outside on Saturdays. Though parking is not delineated, the planning board staff said there does appear to be ample room for parking around the auction house and toward the field to the back of the auction house.

Jerry Bass is requesting a conditional use permit to open and operate an Internet Cafe at 564 Highway 74 west, at the intersection of 1139 Silver Grove Church Road, Rockingham. The building was previously approved as a Bingo Place and also operated as an “Oldies but Goodies” store. The parking at the facility, though not paved, appears to meet the requirements, according to the planning staff. Handicapped spots that meet the N.C. State Building Code will need to be provided.

Ronald James has requested a conditional use permit to construct a storage shed on his property. The shed exceeds the size of his residence by several hundred square feet. The storage shed was recently dismantled from East Broad Avenue. The proposed use of the building is an accessory structure to the residence.

The Planning and Zoning Board of Adjustment will meet at the County Administrative building at 125 S. Hancock St., Rockingham, in the Commissioner’s Chambers on the top floor at 7 p.m.
