The Richmond County Sheriff’s Office arrested and charged Joseph Lord Champaign III, 52, of Dobbins Street, Hamlet, on Nov. 5 for possession with intent to sell and deliver cocaine, maintaining a vehicle for a controlled substances and possession of drug paraphernalia. The Vice Narcotics Team received information concerning drugs being sold on Mizpah Road out of a vehicle. Upon arrest, Champaign was allegedly found with 10 grams of crack cocaine and scales in his vehicle.
