ROCKINGHAM —Deputies arrested four county residents on meth and other drug charges between Friday and Monday.

While investigating reports of possible meth lab activity on Safie Third Street in East Rockingham on Friday, deputies arrested 31-year-old Larry Ray Almond Jr., according to Capt. Jay Childers of the Richmond County Sheriff’s Office.

Details were scarce Monday afternoon, as arrest and search warrants had not yet been returned to the Richmond County Clerk of Superior Court’s office.

Almond faces multiple felony charges including: three counts of possession or distribution of a meth precursor; manufacturing methamphetamine; possession of methamphetamine; and maintaining a dwelling for a controlled substance. He was also charged with a misdemeanor count of possession of drug paraphernalia.

He was booked into the Richmond County Jail under a $225,000 secured bond.

Early the following morning, deputies arrested 33-year-old Matthew James Green, of Larry Parsons Road in Ellerbe, for allegedly having meth and marijuana, as well as alprazolam, lorazepam and hydrocodone inside a 2002 Toyota Highlander.

According to jail records, Green was charged with: possession of methamphetamine; possession with intent to sell or deliver marijuana; possession with intent to manufacture, sell or deliver a Schedule IV controlled substance; simple possession of a Schedule II controlled substance; possession of drug paraphernalia; and possession of marijuana paraphernalia.

He was jailed and released on a $15,000 secured bond. Green was also served with warrant for maintaining a vehicle, dwelling or place for a controlled substance and released on a written promise to appear in court.

Deputies also arrested 21-year-old Megan Victoria Cagle, of Sleepy Hollow Drive, on Sunday and 24-year-old Kevin Lee Mack, of Howell Drive, both between Rockingham and Hamlet, on Monday on several meth-related charges.

Cagle and Mack are both charged with two counts of possession or distribution of a meth precursor and one count each of possession of methamphetamine and possession of drug paraphernalia. They were each jailed early Monday under a $25,000 secured bond.

Online court records show none of the suspects have any other pending charges in the state.

Almond has a criminal past with several misdemeanor convictions — but none drug-related — going back 13 years, according to records with the North Carolina Department of Public Safety Division of Adult Correction.

His first Richmond County conviction was in 2002 on charges of breaking and entering and larceny, for which he was given probation. Ten years later, he again received probation on another larceny charge, and in 2013 was found guilty on two counts of resisting an officer. In 2009, he was convicted of driving while impaired in Randolph County.

Cagle was sentenced to probation last year after being convicted on a felony charge of maintaining any place for a controlled substance and misdemeanor counts of use or possession of drug paraphernalia and driving while impaired.

Neither Green nor Mack have any prior convictions in North Carolina.
