A bill was filed on Tuesday in the North Carolina Senate that would allow an adult student to have a gun on school property.
Senate Bill 190 was introduced by State Senator Andrew Brock, of District 34. The bill is titled Gun on Ed. Prop./Stored in Locked Car and was sent to the committee on Rules and Operations of the Senate on Wednesday.
If passed, the bill would allow an adult “…. at a school, community college, or university who has a concealed handgun permit may have a handgun on educational property, provided the gun is in a closed container in the person’s locked motor vehicle or is in a locked container attached to the motor vehicle and is removed only for defensive purposes,” the bill said.
If passed, the bill is scheduled to go into effect on Oct. 1, 2013.
“In light of recent tragic acts of violence in our nation’s schools and colleges, I can appreciate the desire to improve the safety of our students and employees, so I understand the intent of SB 190,” said Richmond Community College President Dale McInnis. “Even though the bill limits guns on campus only to those persons with concealed permits, I would be concerned that allowing handguns on campus, even those locked in vehicles, would deter or prevent violent acts on campus.
“Our college has made a concerted effort to make our campus safer. At RCC, we have worked with the City of Hamlet to expand our armed security coverage. We have implemented policies and procedures requiring classroom doors to be locked and we have lockdown drills and training so we can be prepared for emergencies,” McInnis said.
