Hamlet Police Chief termination explained

The City of Hamlet has released reasons for firing former Hamlet Police Chief John Haywood.

Hamlet City Manager Marchell David, in an email delivered to the Daily Journal today, said that Haywood was terminated for “failure in performance of duties” and “misuse and gross negligence in the handling of city funds and property.”

She went on to explain the circumstances.

“These are the events that lead up to the dismissal,” she wrote. “The chief’s approval of the disposition of city property (seized vehicles). The failure to keep accurate records of financial transactions in the police department. The failure to run all financial matters through the proper channels.”

According to David, Haywood was extended the offer to resign but he refused.

Folks, please listen to me. I, too, have been on this Hamlet City council. Last night Bill Horne did a very difficult thing by speaking against the happenings . 1) does anyone know why either Veech or Haywood have been fired? I personally know and may be the ONLY outside person other than Dr. Horne that knows. Lt. Veech made a poor decision by personally purchasing a drug seized car from the scrap yard which "can" appear as misappopriation of city property. However, there is an appropriate paper trail that I have seen. Secondly, Chief Haywood has been dismissed for "failure to manage his employees." Lt Veech Purchased said vehicle for roughly $400. Therefore, not one one but two high ranking officers have lost their jobs and retirements! Jeff Smart, himself, admitted that the city manager singlehandedly did this. When I was a council member, any personnel issue was brought before council, voted on, and exececuted by the manager. This is an injustice and and should be corrected! Furthermore, as a council mentor suggested a decade ago, we should implement term limits for the city manager, preventing one from becoming so powerful. The City Manager works at the pleasure of the Council, not the other way around. Mrs. David should be reminded of that. A new City Manager is required.

They way I see it,they broke the law,and they are not excempt from being punished,charges should be filed,they would against you and me.Horne should keep his 2 bits out of it.Plus Smart will be remembered in the next election of trying to cover it from the local citizens.David should be awarded for making it public,maby run for Mayor.

Marchell David falsified information to lead to Chief Haywood's dismissal. Period. She should be ashamed. She has her own agenda as to who she wants to be Chief of Police....all this over $300 that was NEVER MISSING, but inaccurately reported in her/city's accounting paperwork!!! This costing a good man with a good reputation and family his career!!! What goes around comes around. Eventually she will have her day, being seen as the Judas she is.

Any citizen, of any city, has not ONLY the right, but the inferred responsibility to stand up and fight for what they believe to be right when their elected officials appear to be acting irresponsibly. Treeclimber1 may need to stick to his/her job and in their spare time take a civics class because almost everyone knows that Mrs. David is not eligible to run for mayor, as she does not even LIVE IN HAMLET!!! Say what you like about current Mayor Jeff Smart, but understand that under NO circumstance should his office be disrespected by getting into a shouting match in council's chambers. Frankly, I was disgusted.
