The second primary is heating up and July 17 is the official voting day.

Republican candidates for Congress will face off to garner a spot on the November ballot, where they will be challenged by incumbent Democrat Larry Kissell.

Neither Republican challengers Richard Hudson or Scott Keadle were available for comment to the Daily Journal on Monday by deadline.

“We have had 37 voters vote early in the 2nd Primary to be held on July 17,” said Richmond County Board of Elections Director Connie Kelly. “As you know, early voting continues at the Board of Elections office, located at 221 S. Hancock Street, Rockingham until July 14, ending that day at 1 p.m.”

All 16 polling places will be open on Election Day, and hours for voting are 6:30 a.m. until 7:30 p.m. If you are unsure of your precinct, you can call the board at 910-997-8253.

In 2010, the local Board of Elections members met with local legislators with concerns about the cost of 2nd primaries. The board asked that lawmakers consider allowing precincts to have the option to open during a 2nd Primary. As a result, a bill was sponsored entitled Optional Vote Centers. According to Kelly, the bill stalled about two years ago.

Both GOP ballots include the following races, with the 8th Congressional District runoff appearing on ballots for voters who live in that district:

U.S. House of Representatives District 8

Richard Hudson

Scott Keadle

Lieutenant governor

Dan Forest

Tony Gurley

Commissioner of Insurance

Richard Morgan

Mike Causey

Secretary of State

Kenn Gardner

Ed Goodwin

Superintendent of Public Instruction

John Tedesco

Richard Alexander

The Democratic ballot has just one contest:

Commissioner of Labor

Marlowe Foster

John C. Brooks
