Last week, Congress passed a bill to put Americans back to work.

We all know how bad the unemployment numbers are in our state and especially here at home in the Eighth District.

Last year when the TARP program was used to bail out Wall Street, American taxpayers were told Wall Street had to be bailed out to free up capital to help Main Street. Yet, we are still waiting for help on Main Street.

Our hard-working families continue to struggle to support their children, make their house payments and put food on the table. So many of our folks are still searching for work, just trying to survive as their unemployment benefits inch ever closer to running out.

The Jobs for Main Street Act of 2009 will take $75 billion of the unused TARP funds, and put it to work directly for Main Street by infusing funds for rebuilding infrastructure and modernizing public buildings. It will put people to work rebuilding our highways, renovating our schools, making our buildings more energy efficient and modernizing our clean water facilities.

It provides funding to hire teachers, police and firefighters to educate our children, protect our homes and make our streets safer.

It will eliminate fees on Small Business Administration loans and encourage banks to lend to small businesses by raising the portion of the loan guaranteed by the SBA to 90 percent. Small businesses are the bedrock of our economy, and freeing up much-needed credit will help fuel our recovery.

The bill also strengthens the “Buy American” rules and makes it harder for federal agencies to circumvent requirements that steel and manufactured goods used for infrastructure be produced in the U.S. The construction and manufacturing sectors of our economy have been severely harmed by the recession. As you may know, I have always been a champion of “Buy American” and I believe it is the best way to put Americans back to work.

This bill will help those folks hit hardest by the recession. It will extend emergency unemployment benefits through June of 2010. Without the extension, more than 1 million Americans would lose their emergency benefits in January. Those benefits are needed to buy groceries and pay mortgages.

Our economy is showing signs of recovery, but we still have a long way to go. There is still a lot of work to be done as we struggle to return from the brink of economic disaster. But putting people back to work is the most important component of economic stabilization.

I will continue to work with my colleagues in Congress and the leaders of the Eighth District to make sure there is a solid economic future for our nation and our district.

Congressman Kissell:

What I don't UNDERSTAND and can't UNDERSTAND is WHY, WHY, is OUR Government spending so much time and WASTING so much money on this health care "reform" Bill, that we can NOT AFFORD ?

WHY is our Senate and House NOT focusing on the REAL ISSUE, JOBS ?

If people had JOBS they could buy health insurance, or have it through their employers.

Yes, we have to expand un-employment insurance because people have NO JOBS. Think of the MONEY that alone would save.

I thanked you for voting againt this stupid "Reid/O'bama health care reform Bill" and expect you to do the same when it comes back to the House. You need to talk to Kay Hagan because she's NOT listening to her constituients. Forget about Democrats and Republicans and focus on spending our money where it will do some good. JOBS.

The REAL TRUTH in all this is we're going about it BACKWARDS. Job creation should come BEFORE health care reform, not the way it's going now.

That's WHY people are screaming "STOP this mess" and get our priorities in ORDER. When people have JOBS they have MONEY.

Then we can see this country start to turn around again and prosper the way it should be doing.

We're only digging a deeper hole with the health care Bill in it's present condition ( WASTE on things that have NOTHING to do with health care reform) because all it does is SPEND money that we DON'T HAVE and is saddling our great grand children with a debt they can't pay !

It's ALL INSANE and I'm beginning to think our ENTIRE CONGRESS has totally lost it's mind !

Jobs......JOBS....JOBS.

Like you said, that's what's really important so WHY don't you people GET ON WITH THE PROGRAM and GET OFF this health care stuff and put it in it's proper place......AFTER job creation. Then we can reform real health care.
