County to look at billboard rules

During Tuesday night’s Richmond County Planning and Zoning Board of Adjustment meeting, the board approved a conditional use permit for a new business and asked the county planner to develop a new ordinance for outdoor billboards.

The request for a conditional use permit was from James E. White who is opening a retail store/game room on Highway 38.

The planning board’s discussion about billboards began several months ago and Tuesday night the board voted 4-3 to have county planner James Armstrong develop a new ordinance for outdoor advertisements, mirroring the state’s regulations.

Armstrong said those in favor of the ordinance amendment hoped a new ordinance detailing the spacing and number of billboards allowed would be less complicated if it were developed around state standards. But those against it thought it could leave the county with too many billboards along the county highways.

Armstrong will spend the next few weeks drafting an amendment to the county’s existing ordinance and will present it to the planning board during their November meeting. If the board approves the new ordinance, it will go before the county commissioners for deliberation and a final decision.

The planning board’s next meeting is Nov. 10 at 7 p.m. at the county administrative building located at 125 S. Hancock St., Rockingham.

Great initiative. Limiting the boards in our county helps to maintain a nice view in our county.
